Services Associates, Inc. (HSA) is a private, non-profit agency
that specializes in
coordination, facilitation, program design, implementation, operation
evaluation and oversight.

HSA, Inc. is committed to serving people of our communities, who require assistance, in order for them to reach their full potential. This will be accomplished by HSA’s team of professional staff and our community partners who are dedicated to improving the lives of our clients by providing effective, high quality, innovative, and culturally appropriate services.
Founded in 1993 by Frank Francisco
and Vickie Tanaka, HSA is under the direction of its President,
Frank Francisco. Representing both statewide and local issues
and concerns, a volunteer Board of Directors governs HSA. The
Board of Directors empowers the agency’s President, and
in turn, it’s five (5) Vice Presidents and two (2) Senior
Directors to provide operational management of the HSA programs.
The Executive Team members hold certification in addictions,
criminal justice, education, accounting, prevention and quality
management and are formally trained in management. HSA began
in Orlando, Florida by providing technical assistance to other
agencies in the form of grant writing, program development, staff
recruitment, training and development and quality assurance/oversight
services. HSA employs approximately 250 staff providing multiple services in five (5) circuits within the State of Florida.
HSA is an active member of many professional organizations
such as the Florida Alcohol and Drug Abuse Association, the
Certification
Board of Addictions Professionals of Florida, the Central Florida
Behavioral Health Network, the American Correctional Association,
National Treatment Alternatives for Safer Communities, the Florida
Juvenile Justice Association, the Addictions Receiving Facility
Consortium of Florida, the Juvenile Assessment Center Consortium
of Florida, the Florida Coalition for Children, and the Employers Association of Florida, Inc. HSA
is an approved provider of Continuing Education through the
Certification
Board of Addictions Professionals of Florida. The agency is also
nationally accredited through CARF.
