Services: Core services offered by HSA’s partnership within
the FRIENDS Network include assessment, authorization of services,
case management, management of billing and invoicing, outreach
and quality assurance of program requirements. HSA also issues
memorandums of agreement to District 7 treatment providers in order
to subcontract the purchase of service dollars. These cases are
assessed for completeness and accuracy of need. The TANF Specialist
will staff cases with providers to authorize services utilizing
the TANF funding.
HSA will provide the fiscal requirements for TANF funds. This includes
tracking and monitoring all authorizations and eligibility, receiving
and reviewing all provider invoices, generating required statistical
reports, invoicing the funding source and making payment to TANF
providers who have submitted proper invoices.
Outreach will be provided to providers who have entered into a
memorandum of agreement with HSA to be a qualified TANF provider.
Outreach will include educating the new provider on the process
and expectations involved with being a TANF provider.
Audits will be performed by the Quality Assurance Specialist to
ensure that files contain all of the required documents.
