HSA has a proven track record as the "Lead
Agency" in the development, implementation, and operation of one
of the largest Juvenile Assessment Centers (JAC)
in the state of Florida -- the Orange County Juvenile Assessment
Center. During the first three years of operation,
November 1994 through October 1997, over 36,000 youth and their families
were served by programs at the JAC. Due to HSA's successful results in
Orange County, the State of Florida also contracted with the agency to
develop, implement, and operate a JAC in Bartow, Florida to serve Polk, Hardee and Highlands
counties. The JAC opened for full
operation on February 1, 1996. In March 1996, HSA secured contracts
with the State to initiate a JAC in Ocala, Florida to serve Citrus, Hernando, Lake, Marion, and Sumter
counties. Services
began there on May 20, 1996. On July 1, 1997, HSA assumed the
operation of the St. Lucie County JAC. HSA staff
provide the assessment function in the Seminole County JAC that opened in
September 1997. HSA began operation of the Alachua County JAC in January 1998, and the operation of the
West Palm JAC in July 1998.
HSA is a charter member of the Juvenile
Assessment Center Consortium of Florida, and provides technical assistance
to other communities that are interested in replicating the JAC program.
HSA is also active in many professional organizations, such as the
American Correctional Association (A.C.A.), National T.A.S.C., the Florida
Alcohol and Drug Abuse Association (F.A.D.A.A.), the Certification Board
of Addictions Professionals of Florida (C.B.A.P.F.), the Florida Juvenile
Justice Association, the Addictions Receiving Facility Consortium of
Florida, the Central Florida Behavioral Health Network, and the Employers
Association of Florida, Inc. (E.A.F.).
